Comment:

 I like option #3 as well. Give the user the choice of doing either or, so
 I'm thinking why not just swap the start and end dates before that part of
 the SQL query is constructed if, and only if, start date is greater than
 end date. I tested this with wp-admin/export.php with a couple of
 different combinations of blank, start, and end dates. Seems to do the
 trick. Don't know if there are any other parts of WP that rely on wp-
 admin/include/export.php though.
