 qdinar - You also need to post in the forums if you need help with this,
 but if it was a widespread error as of 3.8.x then we'd really know, and
 the odds are really against this being a CORE bug.

 Well... THAT sounds like a plugin having an issue. By default, you can't
 upload outside wp-admin.
