 To switch the language you have to copy the translation files to wp-
 content/languages and then select it in the dropdown. So instead of
 touching the wp-config.php, you can now set it via the language dropdown.

 Core will not install new languages. That was included in my patches until
 .13 but we decided do move this out of 4.0. I will create a new ticket for
 this feature and it will be a goal for 4.1.
