 Background: #17902, #28785.

 We have "More Details" link on Install Plugins screen and "View details"
 link on Plugins screen.

 Only one of them has accessibility improvements:
 * Initial focus on Close icon and a title attribute on iframe for
 screenreaders (see [29534]).
 * An `aria-label` attribute (see [29201] and [29424]).
