Comment:

 #29197 for `WP_Customize_Container`. @westonruter agrees that we can wait
 for it (and should do it in the future), but since we need to close off
 the Panels API in the meantime (subclassing is an important part of the
 way all Customizer objects work), we'll definitely want to make sure it
 happens early in 4.1.

 [attachment:28979.3.diff] should be good to go; note the css tweak that
 caused issues for panels that were at the bottom. I don't think there're
 any other css issues related to panels not being on top, but we'll see if
 anything pops up.
