 jQuery UI 1.11 shipped over a month ago, and we should bump our bundled
 version to match stable.

 https://github.com/jquery/jquery-ui/releases/tag/1.11.0

 It's late in the game for the 4.0 cycle, so probably will ship with 4.1?

 Should also merge #26843 when this hits.
