Comment:

 Background Updates are being rolled out at a staggered release, and it
 installs at 7am/7pm local time (according to the timezone in Settings ->
 General)
 It went out to 75% of English installs last hour, and is now going out to
 100% of english installs on the next hour.

 non-english installs will have it enabled shortly, there's been some
 unexpected wordpress.org infrastructure changes that have had to be made
 to allow it to happen properly.
