Comment:

 This is not good, because then no updates work at all. In fact, they are
 trapped on 3.7 and won't be able to update. (Something in the Hotfix
 plugin will be necessary.)

 We *need* an escape hatch for this. If necessary, we can simply double-up
 on the request — if the SSL one fails with http_request_failed, try again
 with non-SSL.
