 back. We've received a few feedback/complains of the lack of the option
 from WP.com users. As far as I remember, the reason why we removed the
 option was the text color option was redundant because of the accent
 color, and it was tricky to remove just the text color option while
 keeping the header text option. It makes sense to me to put the option
 back when we decide to remove the accent color.

 Filed a new ticket #26338 and added a patch to put the header text option
 back.
