Comment:

 Patch which fixes the layout of Quick Edit and Bulk Edit in the <782px
 media query, mostly by forcing everything into full width rows. The markup
 and CSS for Quick Edit and Bulk Edit is such an abomination that this is
 as good as it's going to get.
