Comment:

 Having plugins marked as requiring certain versions of PHP could help push
 users to upgrade (which helps push hosts to upgrade), to allow core to
 then require a higher version in a faster manner.

 My my view, anyway, there isn't no question as to whether plugins are
 starting to require PHP 5.3.  They are.  The questions should be, "How can
 we best work with them?" and "How can we best help users get upgraded to
 newer versions of PHP?"
