 Changes in 23770.5.diff​:

 - Various CSS tweaks
 - Hide "edit" when no menu is selected
 - Hide "edit" on change, and added "Are you sure…" notification if they
 leave without saving
 - Changed "Add new" to "Use new menu".  Open to additional improvements
 here.

 Still left:

 - RTL
 - When you click "Use new menu" and you create one, we should auto-assign
 that menu to the theme location they clicked "Use new menu" under.
