 14045.3.diff​ addresses a couple of things:

 - Fixes update bug mentioned in
 [http://core.trac.wordpress.org/ticket/14045#comment:49 comment 49]
 - Adds h3 headers for both the "Menu Structure" section, and the "Menu
 Settings" section
 - Changes the Rearrange links to be Move: "Up one", "Down one", "Under
 Home" (where home is the nearest parent item), and "Out from under Home"
 (when an item is a sub item of home).
 - Added a bonus "To top" rearrangement link (helpful when a menu item is
 added to the bottom of a long list of menu items)
 - Moved JS vars to be included via wp_localize_script
