 Per IRC, we are going to flip it so that sections can always be closed and
 leave anything that needs to be added/reinstated for one-section-always-
 open for later, as in not this cycle. The first visible section will
 continue to be loaded open. The part where the first visible section is
 re-opened when a section is hidden via screen option will probably also go
 away - as it is, it's too aggressive, as at most it should only happen if
 the hidden section was open when hidden.
