 Steps to reproduce:

 1. Download the plugin from http://wordpress.org/extend/plugins/google-
 sitemap-generator/
 1. Rename the plugin directory from 'google-sitemap-generator' to
 'sitemap'
 1. Refresh the Plugins admin screen a couple of times.

 Using the directory name to detect plugins seems like a bad design!
