 Rather than a strict 15 seconds, maybe Wordpress should send back a value
 specifying a suggested time for the client to wait until the next 'beat'.
 We can set it to 15 seconds by default, but if we know something will be
 available in 5 or 10 seconds, or if the server is under heavy load and to
 wait for 30 seconds.

 It would provide a lot more flexibility in the future and opens the door
 to basic load management plugins.
