 worry is what happens when the user clicks the link?  There is a lot on
 that page, and I think it will be hard for most new users to make the
 connection that they then need to 1) add a "custom menu" widget to their
 sidebar, and then 2) select a menu within that widget and save it.
 Wondering if there is anything else we can do there to bring more clarity
 to this process.

 For sure the last thing we want to do is dump a user on the Widgets page
 to connect the dots for themselves.  How about just some ''hint'' text,
 like:

 "You can also use the ''Custom Menu Widget'' to add menus to the sidebar
 of your site.  '''Manage my widgets.'''"

 That's a bit wordy, but at least points the user in the right direction...
