 23119.18.diff​ is a start, adding "up" and "down" arrow keyboard
 accessibility.  This allows you to reorganize items vertically within a
 menu.  You just:

 - Tab to a menu item
 - press the up or down arrow key (the menu item will move up or down
 accordingly)
 - "Save your menu changes.

 I'll try and work on "left" and "right" next week.
