 It occurs to me that a split-UI approach should not be outside the realm
 of possibility but two unique pages should; that's another menu item under
 Appearance.

 What about a stepped approach similar to how the
 [http://wordpress.org/extend/plugins/wp-table-reloaded/ WP-Table Reloaded]
 plugin handles it? A management screen leads to a table-editing screen and
 you're given two buttons: "Update Changes" and "Save and go back".

 So in this context you could have "Save Menu" and "Manage Menus" on the
 menu-editing step.
