 23119.8.diff​ focuses on improving copy, including:

 Simplifying copy on the initial (and add new) screen from three sentences
 to one:

 Changing "Theme Locations" to "Menus within your theme", and simplifying
 the copy in that meta box

 Adding a line about dragging, and more info after items have been added to
 a menu:
