 The patch [attachment:23021.nospace.diff] cannot solve this problem.

 Some cgi component uses apache utils script
 ap_scan_script_header_err_brigade to valid cgi headers. Set to "1970..."
 date when Last-Modified header was empty or has wrong date format.

 I think the Last-Modified header should not be empty.
