 actually, i appreciate your contribution. i think your suggestion for the
 'enhanced accessibility' toggle most neatly solves the accessibility of
 the quick links issue raised in this ticket.

 i also think we should consider a user setting for 'enhanced
 accessibility' mode.  users needing enhanced accessibility features could
 be set up that way or set as such at any point from the edit user screen.
 pages like widgets, posts lists (and menus?) could then offer enhanced
 accessibility functionality. we could still let users turn mode on/off
 from screen options if thats helpful.
