 Yes, but that doesn't help speech recognition software users who can see
 and who would benefit from show/hide links. Software like Dragon is not
 sufficiently consistent in being able to action off-screen links, and
 users need to know the links are there in the first place.

 I know that it would not be a good idea to clutter up the pages any more
 than they are at the moment. So what about providing the always visible
 show/hide links, but make them dependent on a switch in the screen options
 panel. That way people can have the more verbose option if they want it,
 but mouse only users will be none the wiser. As a further option the quick
 links panel could be permanently switched on all the time as well using an
 option like that.
