 * 23119.28.1 fixed some spacing issues around the locations dropdown
 foreach
 * 23119.28.2 added more complete docs to new functions in
 * 23119.28.3 limits the number of locations in the dropdown to a
 filterable default of 3 [https://irclogs.wordpress.org/chanlog.php?channel
 =wordpress-dev&day=2013-02-07&sort=asc#m550461 (per yesterday's office
 hours)] with ellipses. Looks like this:

 Wasn't sure if I should do "`, ...`" or just "` ...`". English majors?
