 23119.24.1.diff just adds a few small tweaks:

 - Enabled ability to add menu items in the "zero menu" state.
 - Made delete link blue (it turns red on hover)
 - Added explanatory text back under 'Menu Structure' before you add items
 - If you create more than one menu, and Menu 1 is already assigned to a
 theme location, you'll see:

 I'm open to copy/formatting suggestions for the "Set to" bit.  We can also
 add a confirmation JS alert if they click the Primary box, asking if
 they're sure they want to switch the Primary theme location to this new
 menu (as it can only be set to one menu at a time).
