 This is needed for screenshots or person profile photos where you want the
 cropped thumbnail to show the top of the image. Client's don't want to
 have to mess with Photoshop or WordPress cropping tools - they just want
 to upload an image and be done. I get "Why is my head cut off?" comments
 all the time from clients.

 This feature is also part of TimThumb and other image resizing libraries.
 Why not include it in WP core image resizing?

 This was pushed to 3.8 but looks like it didn't make it. Can we see this
 in 3.9?
