Comment (by nacin):

 The final patch will break all other uses of
 get_translations_for_domain(), such as _n (translate_plural()), etc. It
 will also change the return value of get_translations_for_domain(), which
 is not ideal (but something we can work around if we found a change to the
 data structure was beneficial).
