 There was no public discussion that I saw. That includes a lack of
 discussion with the theme reviewers or other theme authors. Unfortunately
 we can't just make unilateral decisions on something this major. Please
 correct me if I missed a thread somewhere.

 WordPress.com can do whatever it wants, but I'm going to suggest we modify
 the design in core to work with existing screenshot ratios.
