 Moving to 3.7 for discussion.

 Does it make sense to add a filter to the `... no limit to the number of
 sites you can have ...` text in `wp-signup.php`?

 wontfix may also make sense in favor of a nicer overall `wp-signup.php`
 template via something like #17948
