 Generally speaking, this is how all themes since Twenty Ten have been
 managed. Design-by-committee is not a very good way to manage the very
 early stages of this process, so we do try to let one or more designers
 set the tone of the theme, and even design it (if we decide to not adopt
 an existing theme). But now that Twenty Fourteen has been committed to
 trunk, it's ready for contributions of all shapes and sizes.
