 I'm wary to advocate a workaround for what I really don't think is that
 fringe of a need. It seems to me that the post format semantically
 describes the primary piece of content/media in the post, but doesn't
 exclude auxiliary content/media in the post.

 With post formats enabled for ALL users of WordPress, I think it's
 important that they remain flexible. If there's only one "right way" to
 use them—in this case, certain types can't have media in them—then many
 people who could benefit from using them will skip them for this one
 reason.
