 This looks like something that belongs in Codex, where the instructions
 can be clarified and extended independently. They can also contain
 screenshots and be much more detailed than any static file.

 On initial "There doesn't seem to be a `wp-config.php` file" screen,
 there's a help link:[[BR]]

 At the beginning of that page, there's a link to the instructions for
