 to. It has nothing to do with the issue of Duplicated IDs.

 The HTML5 version does use title as you describe (and as you wrote in your
 patch), but it certainly couldn't hurt the HTML4 version too. Want to open
 a new ticket on that with a patch? You did mention that originally, but
 you didn't include it in the HTML4 version of any of your patches.
