 What do you mean - blog page? the main (front) page?
 In this case the settings could be integrated in the theme but not in the
 core of WordPress, please consider this option for a TwentyTwelve theme...

 Everything is already very confusing, why to confuse more and more with
 manual excerpt and automatic excerpts?
 Let's try to make WordPress easier to use and not adding a lot of things
 that no one real care...

 My opinion is to close this.
