 In `wp-admin.dev.css` I could only find one `resize: none`, for
 `#replycontent`: http://core.trac.wordpress.org/browser/tags/3.1/wp-
 admin/css/wp-admin.dev.css#L3511

 `global.dev.css` doesn't contain such a declaration too.

 So, what is the issue and does it still exists?
