 I agree that a "depressed" look, while great for an action like clicking,
 is not the right solution for :focus and :hover states.

 How about gradients that are visually lighter than their base state?
 Think of it as the *opposite* of depressing a button; by making them
 several shades lighter, they ''leap out'' a the viewer a bit, which is a
 better metaphor for ''focus'' IMHO.
