 Next steps:

 * Refresh [attachment:21598.13.diff]. Keep the IE changes, `cursor:
 default;` on disabled buttons, and the changes to `wp-admin.css`.
 * Audit core for usage of `submit_button( $text, 'primary', $etc );` and
 update `primary` to `primary large`.
 * Finally, since the buttons CSS in `colors-fresh` and `colors-classic` is
 identical (not to mention a substantial amount of CSS), I propose we move
 the button CSS to a section in `wp-admin.css`.
