 Have removed all browser extensions and I'm still getting the same.

 I believe it's interacting with the Background Image settings with
 keyboard and then moving elsewhere that triggers it.

 I can do anything in the Theme Customizer and it's OK - until I interact
 with Background Image via keyboard. Then whichever other option I tab
 (shift-tab) to and hit enter the top half goes.

 Interestingly, tabbing back to Background Image and hitting Enter key
 brings everything back again. Also, when the items have disappeared,
 hovering over them with a mouse makes them reappear.
