 Not purely accessibility related, but there are some strange things
 happening in Theme Customizer in Google Chrome 23 on Windows 7.

 How to recreate:
 1. Navigate to Appearance -> Themes page.
 2. Using keyboard, tab to Customize link and action. Panel opens as
 expected.
 3. Tab down to Header Image and change. Then interact with background
 image.
 4. Tab down to Navigation and press Enter - half of all the Customizer
 sections disappear!
