 How is this different from, say, a single Publish or Save button on the
 posts screen? The customizer automatically offers a live preview with
 every change, while "Save" actually commits the changes. Tabbing around is
 not unusual when submitting a form. Not to mention, users who use only the
 keyboard are more likely to use additional tools to allow for quicker
 navigation (Dragon NaturallySpeaking as probably the pre-eminent example).
 Eventually, tabbing will return to the top anyway.
