Comment:

 Plugins can do this already with the filters and actions already in core.
 There are only a few places where this is slightly challenging, but it's
 still very possible.

 I'm going to close this as wontfix, since the capability is already there
 and it's not particularly hard to use. In multisite, the same applies, but
 using network activation is a must.
