Comment:

 An alternative trend is responsive themes, i.e. themes that work well for
 mobile use as well as for desktop.

 Therefore, I don't see a strong case for allowing users to choose a
 separate mobile theme from Core. Plugins seems to be handling this use-
 case just fine.
