Comment (by nacin):

 Core does support bulk-deletion of users via Bulk Actions, but it also
 introduces an interstitial (reassignment of posts) and a confirmation. I
 don't see "bulk deletion" of users to be a particularly important
 enhancement to XML-RPC.
