 Why not? Perhaps there are are expected to be dozens of items, or 3 items.
 One might want dropdowns in one case but radio buttons in another.

 Why do both <input type="radio"> and <select> both exist? In both cases,
 the end result is take X items, pick one. It's because they have different
 user interface and experience uses.
