Comment:

 Just did a (very) quick test and menus seem to work properly. The menu
 init is in jQuery(document).ready(). However there are few pages with JS
 code blocks in the HTML that throw errors.

 In any case don't think we can support that in the admin as plugins may be
 expecting jQuery to be available early/in the header.
