 Not considered in the refresh:

 1. That this exposes logins and emails to regular admins. "Discuss whether
 regular site Administrators should get autocomplete on the global users
 list." -> Thinking no. We should limit this to the network admin, and
 perhaps user-new but only for supes. (Can drop a filter on it for other
 networks that may want it.)

 2. There's no cap check on the ajax request.
