 21583.6.diff adds the ability to define a menu as sticky (opens on click
 vs on hover). This ability is indicated by an open/close arrow. I've
 attached the updated admin-bar-sprite.png.

 Need to add the help file into the admin bar, make it sticky, make it
 styled.

 @melchoyce is still working on styles for the screen options.
