 I think we should stop using "advertising" or "ads" when talking about use
 cases for theme hooks, because ads can be literally placed everywhere,
 even `after_first_paragraph_of_the_content` ;) Creating standard hooks
 mainly for advertising is overkill.

 Re: header_before and header_after, I agree with Ian, especially with the
 accessibility part. I think the first thing that should be read out by a
 screen reader is always the site name, then the navigation menu, but
 definitely not an ad.
