Comment:

 From [comment:ticket:9005:14], seems that the only reason `wp_cron()` is
 hooked into `sanitize_comment_cookies` is to load `wp-cron.php` as early
 as possible.

 Perhaps it can be moved back to `init`, in order for `$wp_rewrite` (and
 `$wp_locale`) to be set.
