 I haven't checked helenyhou's patch, but one of the workflow problems is
 that the 'W', Screen Options and Help would effectively be mashed up
 against the otherr action menus when left justified. Two of those three
 options used to be right-justified on every single page in the dashboard.
 It's odd for them to change sides.

 +1 From a purely workflow standpoint, this organization just makes more
 organizational sense. Howdy / Gravatar and action menus on the left,
 Screen Options, Help (in those nifty tabs!) and 'W' menu with outside
 links on the right. Do see do.
